In reply I have the honor to acquaint your Lordship
that the Law upon the
subject
ie found in brdinance 3 of 1862, which empowers the Governor to prohibit by
Proclamation the exportation of Arms, Ammunition, military or Naval stores. Provisione, gege, and that Proclamations to
such effect were issued only
during the Preping rebellion
